Arsenal are considering an ambitious move to sign Romero from their fierce North London rivals, with the centre-back keen to leave Spurs this summer.
Romero has had interest from Inter Milan and Atletico Madrid, though neither side is yet to meet Tottenham's demands.
According toThe Athletic, Arsenal are contemplating a shock move to sign the 28-year-old, as Mikel Arteta seeks to strengthen at centre-back, with William Saliba sidelined for an 'extended period'.
Arsenal are understood to be monitoring Romero's situation, though it appears hugely unlikely that Spurs would entertain any offer from the Emirates.
Roberto De Zerbi has reluctantly accepted that Romero is likely to leave this summer, with Spurs having already reinforced defensively.
Jan Paul van Hecke has arrived from Brighton in a £52m deal, while Marcos Senesi was signed on a free transfer from Bournemouth. Dutch defender Micky van de Ven is also reportedly close to signing a new deal.
Spurs are said to be 'unaware' of interest from Arsenal, at this stage.
Why does Romero want to leave Tottenham?
The Argentina international has been vocal in his unhappiness with the club's direction, following successive seasons of struggle in thePremier League.
He has repeatedly criticised the club's ownership, hitting out at the board for telling 'lies' after a defeat to Bournemouth in January.
“At times like this, it should be other people coming out to speak, but they don’t – as has been happening for several years now,” Romero’s social media post said.
“They only show up when things are going well.” In the initial post the second sentence read: “They only show up when things are going well, to tell a few lies.”
He also criticised a lack of investment in February, as an injury-hit Spurs side struggled for form. Following a fixture with Manchester City, he said: “I wanted to be available to help them even though I wasn’t feeling well, especially as we had only 11 players available – unbelievable but true and disgraceful.”
